The election program of the candidate for President of Ukraine Boiko Yuriy Anatoliyovych

At the beginning of 2014 Ukraine found itself in a most difficult political, economic and civil crisis for the entire period of independence. First Ukrainian people brought to near extinction of our country in its usual boundaries. Prior to limit civil conflict that fuelled frenzy policy. Before the economic abyss at the bottom of which is waiting for the absolute collapse of all life-support systems of the state. 

At this time, Ukraine needs a fundamentally new principles of governance. We can no longer pin all their hopes and aspirations into a center of political decisions on a political leader who may unexpectedly disappear, leaving their country alone. That is why I suggest the citizens of Ukraine to choose not ideology, and specific proposals to change the system. The system of economic management, the system of regional government, after all, the system of our interaction with the world. 

I am sure that Ukrainian will overcome tough tests that we put in front of the story. And this time lay the foundation of a new state - a single, free, strong Ukraine.  

Ukrainian repeatedly argued that split our country will fail. Human Chain hands from Lugansk to Lviv destroy any assault on our integrity. And these same hands that we build an economy that will make Ukraine a competitive, dynamic country in the world. 

My goals as a candidate for President of Ukraine: 

1. Maintain the integrity of the country and provide mutual East and West.

Ukraine is the only large family, though each of us - special. But our features can not be the cause of quarrels, as often want radical thieves from politics. In our diversity lies our wealth. Ukraine is a unique combination of industrial Donbass and ancient Lviv, multicultural metropolitan areas such as Kyiv and Odessa, a high level of respect for our neighbors, regardless of their origin or the language they are welcome, read poetry or favorite poets osvichuyutsya love. 

Our diversity is the key to development. And that is why I will make all efforts to save it. The two official languages ​​- Russian and Ukrainian - will ensure equal rights for our models in Europe and North America. 

2. Ukraine Make an economically strong state and a prerequisite for economic growth for decades to come.

In recent years, the government has worked hard to to overcome the effects of the global economic crisis. I can say that some progress we were - we were able to provide a gradual recovery of industrial performance and stability of the national currency, to avoid problems with social payments. 

But a new crisis befell Ukraine in global transition. Today, creating new financial centers, there are unexpected and powerful players in traditional and new sectors, there is a radical restructuring of the system of international trade. But this coincidence gives us a chance to create an updated, dynamic economy of our country that successfully respond to external challenges. We are able to adapt by changing the world - and right now we get the chance to use this skill.  

Our main competitive advantage is a strong agricultural sector is unique in its parameters for energy complex and huge potential of development and implementation of high technology. 

To uncover these opportunities we have to modernize our economy, increase production to modern international standards, to ensure the interest of investors in Ukraine. And then we can be strong and reliable link in the global food market, a party of new energy networks and exporter of the most advanced technology used by nationals of all countries.

We walk to the economic interaction of all possible states and economic union. Our only economic vector - vector Ukrainian national interests.The Ukrainian state has equally protect the interests of both large and small and medium businesses. Large economic conglomerates play an important role in the global promotion of the interests of the country, but Ukrainian should have undeniable ability to create their own business and realize their talents and ambitions. 

3. Destroy total corruption that has become a disease of the past. 

According to estimates of the Federation of Employers of Ukraine, corruption of officials is our country and its people at least 160 billion USD annually. This fantastic sum is the same obstacle that hinders the necessary development of Ukraine. In addition, corruption has become an unpleasant part of our image in the eyes of international partners who falsely believe if bribery is a Ukrainian national characteristic. 

Given the scale of corruption, I propose to introduce stringent measures to destroy this shameful phenomenon. The recipe is simple - the maximum transparency of interaction between business and the state multiplied by the refusal of citizens tolerate bribery attempts. Ukraine has to go through South-East Asia in terms of simplification and automation of public services. Only in this way, along with tough penalties for thieves who infringe on the economic freedom Ukrainian, we will win this virus rooted corruption. 

4. Reduce the tax burden. 

 According to the international accounting firms, Ukraine is still among the ten states with the most complicated tax system. The tax burden is 44 %. No wonder that, according to expert data, almost half of the economy remains in the shadows. No government could not find the strength to deal with the pressure on businesses. And so today, about a third of young Ukrainian at the age of 35 are without legal registration - as modern slaves, who are totally dependent on the will of the employer. And employers are not to be envied - for half the salary fund, they have to give as taxes. 

No more opportunities to delay - we have to break this vicious circle and put in Ukraine tax system, which would stimulate entrepreneurship and social protection of citizens.

5. Provide broad powers to local authorities.  

New economic conditions dictate a new dynamic decision- making - especially those that directly affect the lives of citizens of Ukrainian regions. Because the redistribution of powers and capabilities between the center and power authorities in the regions the same to a roadmap by which Ukraine will move forward. 

The most famous of the world economy show a direct relationship success states of strong local government. Starting from the consideration of cultural characteristics inhabitants of a land, and ending with the opportunity to dispose of collected taxes, extensive powers of the regions is a lever of entire countries. Question of the powers of local authorities in Ukraine, their responsibility to the residents (who directly control powers ) have to cross a rhetorical debate. The only source of power in Ukraine is the people - and local authorities should primarily serve the people of the region. 

Recall that the struggle for the efficient allocation of financial flows from the regions to the center, fight for the right to vote and own their own opinion at the time was one of the main reasons for the collapse of the Soviet Union. We keep the single Ukraine - and for that we must give power to local authorities. 

6. Establish new social standards. 

Ukraine has one of the most socially-oriented legislation in the world. But like many domestic laws , unfortunately, these rules exist only on pieces of paper on which they are printed. 

This is partly a problem of inefficient public administration. Partial - a consequence of economic decline. I can say - if producers and strengthen our economy from the treatment of long-term illnesses, social security work in full force.We can not only increase the number of jobs that are desperately needed by the labor market, but also to ensure decent wages and social benefits to Ukrainian citizens. We are able to guarantee an appropriate level of health care and education - because these industries do not depend on those payments penny today that directs the state to oppose a common economic complex. Ukrainian hospitals will cease to frighten ordinary people and will provide them with modern, high-quality services. And schools and universities, focusing on the opportunities and needs of the Ukrainian economy will be a solid foundation of successful graduates working life. 

7. Achieve energy independence and modernization of the fuel and energy complex.

Technological capabilities Ukrainian energy is very high compared with many other countries in Europe. However, in recent years, the development of FEC negative, destructive way affect political debate and related market speculation. I think that energy independence is a matter of security of any country in the XXI century, and therefore offer decisive action to diversify energy supplies and setting reasonable prices. Modernization and economic use of all types of media on Ukrainian industries not only help reduce the cost of domestic production, but also significantly affect the environment of our state. 

However, I think it necessary to facilitate the extraction and production of energy in our own territory , and to ensure the safety of investments in the fuel sector. So we will be interested in our market of international investors and create a competitive environment - that always brings positive results to customers.

If Ukraine will guarantee its reliability as an energy, we obtain a constant and significant paper profit national budget.

8. Defend the proper role of Ukraine in the international community and develop relationships with international partners.

Geopolitical choice Ukraine, as shown by recent events, is a matter of extreme importance, not only for our own country but for the entire Eurasian continent - if not the entire world. 

I believe that external influences can not determine the vital interests of the Ukrainian people. That is why I insist on close economic integration with the European Union and at the same time, development of commercial and industrial relations with Russia and the Customs Union and continuous geographical expansion of our economic relations across the globe. 

We can and we must seek new markets whipped our products to work with individual states and interstate associations on projects in various industries. This is our historical path - the path state on the crossroads of civilizations. This is our highest mission - to maintain and can be difficult but vital dialogue with neighbors and partners from afar. 

I believe that this momentous task we'll handle together.Dear fellow citizens ! Ukrainians ! More than ever, the ways of our country is the subject of heated debate in many countries. But we know that whatever path we choose, we have to build it yourself. The only way we get to that economically strong, safe and good for the country which over the years , each of us painted in my mind.It's time to turn those dreams, those imaginary pictures of amazing real Ukraine .
